XHTML Display Problem

I keep getting this problem!

When a page has the doctype below:
<!DOCTYPE html PUBLIC "-//W3C//DTD XHTML 1.0 Transitional//EN" "<html xmlns="
Then some of the css or the general display is wrong.

If i put
<!--
-->
above the doctype then the display is perfect!

I cant believe this is the right way to build an XHTML page but why does it happen?
 
Your (x)html or your css is erroneous. When you apply the doctype you shift the browser into standards mode and your page is rendered as it will look in standard compliance mode. Did oyu check the site on any other browser than IE? Chances are they all look broken to begin with. Solution? Apply the doctype then make the page appear correct and you're done.
