I might add that the TV is currently set to be the 2nd "dual" screen. How can I get it so the TV is a duplicate of the comptuer monitor, and in color....
Have you tried just the TV to see if it works ok by itself? running the second monitor could be degrading the signal enough that chroma signal is lost. Also how is tv hooked up? SVGA,composite out? might be bad cable,bent pin.
Check your TV region setting, if it's NTSC when you are on Pal etc then you might get this type of problem, if your are using Composite connection, try using S-Video as this gives more timing signals to the TV.
I have also found with NVidia cards that running NVHardpage sorts out a lot of these problems (NVidia lock out a lot of features in the drivers by default)

Thanks for the responses -- turns out the user had a RCA input box between the computer and TV which he forgot to mention to me. Making the connection direct from the TV to computer eliminated the black and white issue. I'll certanly chcek out the link for other tips on clarity and such.
