xf86enableIO error on 5.3 install

I used to run 4.9 and did a new install of 5.3 last weekend, and X was running fine until I rebooted. Now I get this error:

xf86EnableIO: Failed to open /dev/io for extended I/O

I have tried changing the securelevel to -1 and have seen other recommendations for the kernel to contain 'device io' and 'device mem' which are there. I have tried XFree86 and Xorg to no avail.

Has anyone ran into this and successfully fixed it?
