xcom communication error.

I am trying to configure my xcom to communicate with another aix machine. I have done the following.
1) create new xcom.cnf ( input there my remote_system )
2) execute the "xcomtcp -c1 -f filename.cnf LOCAL_FILE=/xxx/xxx/file.txt REMOTE_FILE=test.txt

im having this error :
XCOMU0298E Unable to allocate remote transaction program: Txpi 211: Socket connect error return value = 78
Any idea? need to make it run and i cant find any support under CA.
