X509 Certificates?

I am planning to write a web service, and been research possible way of securing the web service with WS Security. X509 Certificates always comes up but I don't what it is. I always see examples of how to use them, but not how to create one or who issues one. Does some company issues these certificates like with SSL Certificates, or do I create a certificate myself and issues it to my clients? If a company like Vertisign issues them then which companies (websites) because I could find one.
