X250e-24p - telnet & http

I have a X250e-24p switch of which I can telnet to and web to via one VLAN "Data" on 192.168.1.x no problem.
Created a new VLAN on 192.168.200.x - which I can ping no problem but when I try to telnet to this interface it just hangs and when I try to use the http - page won't load.

Any ideas?
 
Update to be more clear
X250e-24p switch running XOS 12.0.3.16

VLAN 100 Data - untagged on all ports (192.168.1.0/24) currently IP address assigned to VLAN 100 is 192.168.1.206
VLAN 200 IT - tagged on specific ports that connect to other IT equipment - IP address assigned on X250e-24p VLAN 200 is 192.168.200.200

If a PC on 192.168.1.0 network pings to the 192.168.200.200 - replies no problem

If try to telnet to 192.168.200.200 - end up with a flashing cursor - never get the login prompt
If web to 192.168.200.200 - no go

If PC on 192.168.1.0 network telnet or web to 192.168.1.206 - no problems

If place PC on port untagged in 200 VLAN and assign a .200 address to PC - no problems telnet or web to 192.168.200.200

Here is the kicker -
A couple of Dell 3524P switches have 192.168.200.x addresses assigned to them on VLAN 200 and are tagged ports connecting back to the X250e-24p switch also tagged on VLAN 200.

A PC on the 192.168.1.0 network can telnet or web to the 192.168.200.x addresses of the Dell switches just fine.
