WSUS: Target Group with WSUS3

How does the Group Policy Target Group setting work with WSUS 3? I've got a hierarchy (eg Europe\Office 1, Europe\Office 2, US\Office 3 etc etc etc). I've linked a policy to one site and said that all computers in this site should be members of the Target Group Office 1 which is in Europe. However, the PC's are being made members of this group. Does anyone have any ideas why this is? Do I need to set it to Europe\Office 1 or something?
