WSUS - still allowing this patch

I've created a no IE9 object and removed all the patches associated with IE9. At this time i cannot have this update as a few apps do not support it yet. WSUS still applies it and can't seem to find out why. I have the PCs associated with this object and in status report it shows IS9 not approved. Any help would be greatly apprecited.
