WSS3 Alerts

Alerts in WSS3 has now had me chasing my tail for about 2 months now. I cannot get the damn things to work. I have searched the internet and found several similar problems but no matter what I try I cannot get them to work. So here I am as a last resort!!

Firstly this is my install.
Windows server 2003 sbs (fully patched)

Wss3 works fine everything ticks along nicely I can subscribe to relevant lists to receive alerts and almost instantly recieve notification of being subscribed.

However when I make an amendement to the list I dont recieve notification. I have checked the notication settings and they all seem fine.
Ie; All Changes
Anything Changes
Email immediatley are all selected

I have checked to see if SPTIMER is running and it is and its running under Local System. I have stopped and restarted this service also to no avail!

Everything seems in order.

Does anyone have an suggestions please this is driving me mad
