WSS v3 with Forms Authentication

I have this up and running, but I need to know how to modify the forms login page. I am trying to use Sharepoint Designer 2007, but when I attempt to save the login.aspx file, it tells me there server must be running either Frontpage extensions or Sharepoint Services.

What am I missing here?
