WSS 3.0 Alerts Do not Work!! Help

I have a WSServices 3.0 server that will not send alerts. It sends the initial notification that alerts have been configured but the subsequent alerts do not send. I have verified Exchange settings, I have verified WSS Outgoing email settings, I have run the stsadm to enable alerts and configured a time of every 1 minutes. I have the Timer Job Definitions for Immediate Alerts and I have Timer Job STatus that indicates it succeeds. I also have the Sharepoint Timer SErvice running under the Domain Admin account. Any help would be greately appreciated.
 
Additional information. I think I narrowed it down to permissions within sharepoint. Site / Team Admin get the notificaitons but site / team members and visitors do not.
