wshadow issues on XPe SP3/FR3

Just migrated an old MF 1.8 TSE Farm to a new clean XPe FR3/SP3 farm. Here is the scenario:

I start the wshadow toolbar either from the PN webclient through the Web Interface Extentions or from Program Neighborhood. I Find a user to shadow and randomly get "You do not have the proper encryption level to access this session". Both the client and the shadower are using 128bit encryption and it is forced on the server via policy. Policy overrides the mfcfg, correct?

What am I missing?
