wsdl and delegates

I noticed that wsdl doesn't work on just any directory. When I pulled up the VS .NET command prompt, it works on c:\program files\blah blah but not on c:\ (the root). Is this normal?

Also, what good are delegates for? After reading about what they are, I still don't see an overriding reason to use them.

Appreciate any help on these questions. Thanks.
