TM 3.2 is compatable with Rls 3.0 and above depending on your type of switch. See NN43050-300 page 31.

Large System Upgrades Overview
It refers o upgrading 5.5 and TM 3.1. I have programmed a couple 5.5s using TM 3.1 and have not had any trouble with phone types (yet). I would start by checking the current patches and SU for TM 3.1 before going to 3.2. I know for a fact 3.2 does not have and will not have have all the fixes reported in TM 3.1 until TM 3.1 SU1 which was not scheduled to come out until late this month.
