Wrong language displayed in E-mail account

Whenever new users are created, the folder list in Outlook 2000 is displayed in French not English.
This is not an Outlook problem since it occurs on different machines. If I delete the mailbox and recreate it, the folder list returns to English. I checked the locales on Exchange 5.5 and all languages are loaded, but only English is enabled. If I go into Control Panel / Regional Settings and enable the make default locale setting for English, it caused the server to crash. Any ideas?
