Writing policy for back up tapes (municipality)

I'm the in house computer guy for our police department. I'm actually a dispatcher who naively opened his mouth about knowing about computers. However since that day two years ago we have almost all new IT equipment and machines.

Recently I finally got them to purchase more than ONE backup tape. I have a good idea of how I want to implement the rotation (grandfather, 3 month recycle on the month end tapes). I have everything locked in a Black Box cabinet and I'm very hesitant to give up the key (especially with a new computer company that has been outsourced by the city looking over my shoulder). I am only here 5 days a week and have split days off. Unique situation to say the least, but does anyone have suggestions for how to write a policy for media changes, off-site storage transportation, etc...
