Writing code to make every 10 point average of monitoring data

I am new Fortran 90 user, infact use of programming is new to me. I am trying to make every 10 point average, min and max from a big monitoring dataset. I have 20 or more column (e.g. names of parameters) and 30000 or more rows (number of cases). Would anyone out there to help me writing code for the above kind of data set.

Looking forward to hearing from someone of this forum.
