WPA question for wireless guru's

My question is two fold:

1-If I am using an authentication server for key rotation, where does the base key come from? Is it randomly generated from the RADIUS server and forwared to the AP? Or must the base key be manually inserted in the RADIUS server?

2-For broadcast key rotation, is the key implemented on the AP, or the RADIUS? All the documentation I've seen shows the key is implemented on the AP itself.

The AP sends everything to the RADIUS server.
That communication should be encrypted.
