Would like to change the Code set and Code page for a DB

I have 7.2 running fine but I want to mimic a DB somewhere else that has settings of UTF-8 and code page of 1028.

I used DBset to change the codepage and the server refused to start up put it back to 1252 and all is good again but the DB settings are UTF-8 and CodePage of 1208. I want it like above. Does the Codepage make any diff in this setting?
