Our company has been using GP since version 4.0 (DOS environment) and has collected data ever since.

We obviously are dealing with a very big company database that is effecting performance.
So we where thinking about copying the current company to a history company and then removing the history for the current company.

Would this require us to have an additional license for the additional "history" company?

Microsoft Dynamics GP is licensed by the concurrent user without a limit on the number of companies. Assuming you are now using a windows version of Great Plains, you will not have any licensing issues.
