worldwide printer friendly pages

Hi,
I was wondering if there was a way to code into HTML (or ASP) the default settings of the printer...
i mean.. when users in the US print out from the web page how do you make the content fit onto the smaller paper that is used out there? does it just happen automatically? how does the browser know to make the document smaller?
i know you can insert page breaks etc using css. but, how does it control the width etc.
