Workstations "freezing up" on my administrators

We run a W2K network with 13 terminal workstations. It seems that recently the work stations(screen) will lock-up when trying to access applications, retrieve files,..etc.

I have noticed that the C: drive is down to 540MB of free space. Max is 3.45GB. I have been told that I do not have enough space on the c drive to handle all the requests being made. The problem does seem to occur when more people are on the network. Has anyone else experienced a similar problem? Thanks.
