Workstation security question 1

I have a particular scenario where the client has software loaded on the local workstation but wants to restrict access to this software based on user login. What would be the best way to accomplish this? I’ve knocked around some ideas that I need to test but our main goal is to allow for central management. What would be the best procedure for doing this? The clients will be windows 2000 and the server is windows 2003. I know this can be done on Windows XP but not sure if it will work on Windows 2000.

*end users are just like computers, some you can work with...others just need a simple reBOOTing to fix their problems.*
 
Create a group on the domain called SoftwareUsers. Populate it.
Set the program.exe file permissions locally as SoftwareUsers can run it and local admin and not everyone.
