Working with Image Pixels

I've been googling this and haven't found much besides ImageMagick..

I want to read in image files, bmps, jpg's, or whatnot, and be able to work with them on a pixel by pixels basis. (RGB values)

Anyone have any experience with this or can point me in the right direction?

I guess I should note that I want to use modules part of the C library... just so I can optimize it for the application I wish to create.
