Finally sorted out this Link problem.

Readers may recall that when I put the old laptop HD into an external enclosure, Device Manager could see it but Windows could not thus preventing me from accessing any data or even formatting the drive.

This was the reason – when the old HD was in the laptop I had entered the BIOS and set a password on the HD. When the old HD was inserted into the enclosure it still had the password installed; this prevented me from accessing the drive.

The solution was to put the old HD back into the laptop, enter the BIOS, and remove the password.

The old HD is now in the external enclosure and I have no trouble accessing it at all.
