Workbook Navigation when Worksheets are protected

Why,when a series of worksheets within on workbook are protected, the user cannot navigate easily across tabs using ctrl + page Up/ page down? How can this be avoided?
 
Can you tell us what version of Excel is being used, and how protection has been applied.

What does happen when Ctrl+Page Up/Page Down is pressed? Does it work when the protection is then removed?

MS 2003 is being used, protection is applied using tools > protection > protect sheet;

When ctrl + page up/ page down is pressed, the view just appears to shift 'randomly' throughout the existing worksheet;
When the protection is removed, it works fine and I am able to flick between the current and next worksheet on each crtl+page up/ page down click.
 
I can't reproduce your symptoms.

I just tried this in Excel 2003 and it works fine for me.

I created a workbook with 5 sheets. I locked all sheets, removing even the actions allowed by default. [Ctrl]+[Page Up/Down] works fine.

I then locked the workbook, selecting Structure and Windows. It still works fine.

This does not sound like a protection problem, this sounds like you have Transition Navigation keys enabled. ( Tools/Options/Transition )

When this happens check the Transition Navigation keys setting. If it's ticked, untick it. If that's the case, you'll have to work out what's switching the Transition Navigation Keys setting on.
