Work Queue Length

In performance monitor Acccoarding to an exchange book, "The MSExchangeMTA, Work Queue Length level should increase and decrease. An acceptable range would be 0-50. When messages are stuck in the queue, the counter will remain level"

My counter is stuck at 4, there are no messages in the que,
performance is okay but not fast, occasionaly sluggish.
Please help.
