Is there a way to force a work order to require materials from a specific warhouse based on router step number?

It will probably get me in the future, but running a vi job each evening that adjusts the qty required for wo in each appropriate warehouse, even though the data in the wo points to wh 000. Using the step number as a warehouse guide.
