word2007 - read only problem. how to fix?

I have an user who is using MS office 2007. One of her word files is having problem. When she is trying to open it, she got message saying this is "read-only" file. then she made some changes and save the file with a different name. when she is opening the new one, it is still saying "this is ready only file". I had her check the file properties, ready only box was NOT checked. Any idea how to fix this?

My first guess is file corruption. Best option there (I think) would be to copy the text out to Notepad or another plain text editor, create a new Word file, paste the text in, and apply whatever formatting changes were in place with the original.

Second guess is a possible issue between MS Office (Word specifically) versions and file versions. I know I've seen a handful of really weird issues that would come up due to different folks with different versions of Word/Access opening the same file at different times. Odd thing is I cannot remember it ever happening with Excel, just Access and (I think) Word.
