Word Form protect problem

I have a Word Form, which I protect then save it. But when anyone opens it. It opens unprotected and therefore cannot use it as a form unless they protect it. Can anyone suggest any solutions
 
Can you please describe (paying particular attention to documents and templates) exactly what you do because I've never heard of this going wrong like that before.

I am pretty sure its because I am trying to save it as a template. When I create the document its fine, and then when I turn it into a template and try and open it, it unprotects the form. Now I can put some code into on open protect form but if any boxes have been ticked or dropdowns done then they get stripped out.
 



The template is not supposed to work like the document! Its the TEMPLATE, for you to MODIFY for use as a doculent, and it does not FUNCTION as a document.
