Word 97 Brazilian Version Menu bars don't work

I have a Brazilian language version of Microsoft's Word 97. The menu bars such as View Insert Format And Tools do not scroll down into their menus. I have checked the mouse, re-installed the software but it still does't fix the problem. The other menus such as File, Edit, Window, and Help, do work. I have also changed the regional settings from Australia to Brazilian but that did not fix the problem.
