Word 2007 will not save as 2003 Compatible .doc

I can save a .docx as a .doc but then I am unable to open the .doc file. Older .doc files that I used to be able to open/edit/save I can not open either. I can save a .docx as a .doc but then I am unable to open the .doc file.
I have tried this on both partitions. I am using Windows 7. I get the error "Name.doc is locked for editing by 'another user'" with options to open in Read Only or as a copy or notify me when it is available and none of the options work.

Any Ideas???

Two things that I'd try:

1. In the same folder that the original .doc or .docx file is located search for a file with almost the same name. The first two characters of the original file name will have been replaced with ~$. You will have to have your search options set to show hidden and system files. Delete any files with ~$ for the first two characters. This is the file that "locks" the original. Be careful to only delete this file and not the original.

2. Run Microsoft Office Diagnostics on Word. Go to Word Options, then click on Resources, and then click on the "Diagnose" button.

I forgot to mention I already checked for those files. None were present.

I've done some other trouble shooting and thought I would share. I am unable to open any 2000-2003 type office product. .doc, .xls, .ppt from my C or D partition. I have Office 2007 Enterprise installed. I am running Windows 7 with SP 2. I CAN open and save to my hard drive IF I open the .doc, .xls from a Outlook attachement. I tied uninstalling Office 2007 and reinstalling with no change. From an open or new .docx or .xlsx on my C or D drive I can svae only as the 2007 extension or .txt or any other extension except the 2000-2003 compatible .doc.

Let me know if you have any clues.

OK - FYI. I originally had a 2203 error and in fixing that some of the suggestions recommended changes to user profiles. After figuring out the correct fix for the 2203 error (changing the TEMP path) I discovered the problem with access to the files. I went into the user management and reset all to take away admin privileges except for the admin and took ownership of the drive while logged in as manager and everything is now working fine.
