Word 2003 Page borders

When applying a page border, I can visually see the whole thing in Print Layout View but when I try to print, it won't print the bottom of the border. The following message appears:

"The page borders of section 1 are outside of the printable area of the page, do you want to contine"

Any idea why this happens and how to fix?
