Word 2003 custom outline numbering 1

I'm trying to create a custom outline numbering style in Word 2003 using the
1., 1.1., 1.1.1.
style (no headers) in the Outline Numbered Gallery.

I only want the level 2 list format, that is, 1.1, 1.2, 1.3, 2.1, 2.2, 2.3, etc.

I'm able to make the 1.1, 1.2, 1.3, but I don't know how to start a new list with increased whole number, 2.1, 2.2, ..

I'm not sure what settings should be in the Customize Outline Numbered List dialog. Does it have to do with "Restart Numbering after"? The only options for this for Level 2 are not-checked or checked with Level 1.
