Word 2002 changes/deletions not showing and showing on users document

We have a document that a user has made additions and deletions to and now when some users open this docuemnt they can still see the old text and other users can not.

Is this a setting that we are missing in the tools? I have 2 computers sitting side by side and have compared settings, they are all the same that I can see. Tracking changes are all set the same and the user is even the same.

 
I've only seen that when they're actually viewing different copies... Are your users opening the file directly or are they using a shortcut? When the open document's properties are viewed, is the file location the same for each?

At first I thought it may be a cached file. Then we put it on a shared network drive and several users opened it. Some showed the changes and some did not. I compared the settings on both my computers and they seem to be set the same. (One of my computers opens it fine with the changes showing and the othershows the old document and I have never opened them before.)
