Depending on your OS, it is likely that each user has a specific instance of normal.dot under their user name. This is the default. That way Word will pick up the specific normal.dot for that user. The changes you are making are to YOUR normal.dot. So of course it is NOT the next user's normal.dot.
It is possible to repoint every user's User Template (which tells Word where to look for normal.dot) to the same network folder. That way everyone gets the same normal.dot.
Unfortunately this can be easily changed by users. Also any changes to one user's normal.dot will change everyone's. So you could lock down that generic normal.dot.
Or you could let everyone do what ever they want to their own normal.dot, but insert your template, as a gloval template, into everyone's Start Up folder.
What to do depends on how many people you are talking about, and what level of permissions and access are set.
