Won't print the opacity that I want

I am trying to simply print a layered file that has a photo on the bottom layer. I have text on top of it and I have lowered the opacity of the photo to 60%. When I print, the photo comes out at 100% and it is difficult to read the text. I am using a color laser printer and a PS3 driver. Any help would be appreciated.
 
Have you tryed flattening the image then printing?

Note make a copy of the original image prior to flattening because once flattened there is NO un-flatten.

navigation is Layer > Flatten
 
OK Maybe disregard my previous post.

If you want the photo to show through the text, set the photo to 100% on the bottom layer then adjust the text to 60% on the top layer then print
