New motherboad and hard drive wont boot xp now.

OK .... what actually happens (step-by-step idiots guide type stylee) when you plug in / turn on your PC ?

gos thru warmup and xp starts then stops black screen

Have you tried HDD in another system ??

JUST TRIED IT ON TO OTHER COMPUTERS AND WONT BOOT EITHER

Get another spare HDD and try it with your new mobo.
If you have info on the old hdd that you want try getting a Knoppix bootable cd, if not just trash & re-install.
