ARM only executes a limited version of the MS Windows API, which, most importantly, does not include Windows, Winforms, C++ TForm class. So you can't run VFP on an ARM based device.
There always were rumors about x86 executables being allowed in the app store. I never saw this and even when, such apps would only be compatible with devices having x86/x64 CPUs. You would need more than an x86 emulation on ARM, you would need API support, MFC support for Winforms and also the NTFS file system. And that's far off.
I assume a customer thinks of using Windows tablets and the cheapest ones are ARM-based. Well, you couldn't run VFP on them, you could build an app (steep learning curve) and provide a backend that's used via API and the server end of that could run on Windows Server with IIS and NTFS file system to support one of the VFP web technologies developed for VP web applications, like Prolibs AFP, but that also wouldn't make it easy to switch current desktop app to that.
