WMS Idle error on Grpwise startup

One user (Windows XP Pro - all updates, Grpwise 5.5.5) gets the following error when starting GroupWise ...

WMS Idle: Grpwise.exe unable to locate component. The application has failed to start because plc3.dll was not found. Re-installing the application may fix this problem.

- Reinstalling did NOT fix the problem.
- As far as I can tell no new software or hardware have been added to this computer.
- I've gone to Mailbox/Library Maintenance and ran Analyze/Fix Database and Structural Rebuild - both come back clean.
- Have ran virus check and two spyware programs - both come back clean.
- The file listed, plc3.dll, seems, among others, to sometimes be associated with pcAnywhere which is not running on this computer.
GroupWise seems to run alright after the user checks 'OK' on the error. However, everytime the user gets the error she calls to tell me and I'm out of ideas (and patience!).
Any help would be appreciated. Thank you.
