WLAN 6140 problem

Problem Description

For recently purchased refurb WLAN 6140 with firmware: 115.027

regulatory domain = *01, *a, *5.150-5.250, *5.250-5350, *5.470-5.725, *5.725-5.825

the phone only see APs on channels in the 5.150-5.250 range: i.e. 34-48
but does not see APS on channels in the 5.250-5.350 range: i.e. 52-64
and does not see APs channels in the 5.470-5.725 range: i.e. 100-140


I have another working WLAN 6140 firmware 115.025 recently purchased from a different vendor and I can easily walk around my campus with both phones in site survey mode to make and compare observations. In site survey mode, the newly provided phones show info only for APs operating in the channel 34-48 range. The working phone I bought elsewhere sees them along with APs with 5 ghz channels in the other ranges.

The only major distinction are firmware levels. The one that works as expected is 115.025.
The one that does not work as expected these with the newer firmware level 115.027.

A minor distinction between the two phones is the one that works as expected
says "Nortel" on it. The other does not.

Could there be some new setting with the newer firmware or have I overlooked some relevant configuration item?
 
I backed off the firmware version to 115.025 and the phenomenon has ceased.
