Wizards available only to Admins on 2003 server machine 1

Our Windows Sys Engineering department installed Access 97 on several production machines running Windows Server 2003. The wizards in Access are available to any admin level user, but for non admins, Access states that the Wizard is not installed.

Any one know if this an OS or Access problem, and/or how to repair?
 
Windows server 2003 reversed some of the default permissions--the Everyone group by default won't have access to all folders, so you need to explicitly give that permission to either the Everyone group or your specific users.
