Wiring G650 tails

I have an engineer who wants to install 2 Avaya G650's on every 3rd floor to support its floor, the upper and lower floor. My question, is there a standard that says I can't take the tail from the G650 and terminate directly on the horizontal rack on the upper and lower floors? This is a 48 story building and if I need to have a riser frame next to the G650 its alot of wasted racks and space.

If you do it that way, you will have a lot of wasted ports since cards will be dedicated to those floors vs all 3 floors sharing all cards. i.e. - if you had 25 users per floor, you would need 6 - 24 port circuit packs (2 per floor) but if the tails all terminated to same frame, you would only need 4 circuit packs for up to 96 users no matter what floor they are on. Even worse with faxes where you might only have 2 faxes per floor (maybe a card or 2 for the whole building). Now you need a card for every floor.
