wireless internet connectivity in Japan- what is best?

hi hoping one you guy or gals can help me on this. Our MD is going to japan at the end of the month (from UK) and he wants to be able to pick up his emails over there. thats not a problem because we have vpn access using Netgears VPN client. in the past he has been fine connectiong to wifi networks in airports, hotels etc, and getting on that way. (well i say fine... i have had plenty phone calls when he is away!)
Anyhow, this apparently isnt enough, he want to be able to just boot the laptop up, anywhere, and check his mails.
So i am thinking a GPRS card, or a 3G card or something like that.
Iv had alsorts of different messages regarding GPRS and 3G from providers. Quad band, some say GPRS or GSM wont work out there... the list goes on and im at a bit of a loss.

Do any of you have mobile workers doing a similar thing, and to far flung places like Japan? and if so, what do you do. obviously it is for the MD, so needs to be easy enough for a primate to do....
