Wireless hotspot infastructure

I need to set up a hot spot for a 100 room college dorm. I wish to use the Aironet line of access points and cisco infastructure.

I would like to do this without any servers. The network will have no authentucation.

How do I keep students from browsing each others computers. Entering mac addresses is not an option! It needs to work for ALL connections all the time.

Secondly is there a way to limit the bandwidth of each connection or connected ip address. I would like to use only 1 oe 2 T1 lines.

All the dorms already have cable for TV. Would it be more advantagious to utilize this infastrucure for a ethernet over cable type of system?

There is a setting under Setup|Advanced called "Block ALL Inter-Client Communications (PSPF)?" This will keep two wireless divices from talking to eachother.
