Wireless Connection Dialog in XP not working

HELP !!!, XP making me go crazy.
OK here is the problem: While scanning for wireless networks I get an error saying not in range and the window is blank, I tried at my home wireless network, then took it around the neighbourhood still the same thing. I used netstumbler and it sees the wi-fi router and connects, but xp connection dialog box is not working. I think the service has been disabled. ZWC service is On. need to know what else service is zwc using,

I have reinstalled service pack2 but no luck there, thought it might enable what has been disabled.
Removed and reinstalled the drivers to the wifi card

reinstalled / upgrade of xp with sp2 didn't to the trick either,
OS: Win XP Home
Computer Dell insp 9100
Wi-Fi card internal dell wireless 1350 internal mini-card

Also, I have 2 Network Connection icon in control panel, same exact thing. with same exact wireless and lan connection dialogs. any ideas/suggestions.
