Colleague's laptop running dead slow, he noticed in Task Manager - Processes- Image Name - WinXPDisableZero is using 85-100% CPU.

I've heard it's installed by a Belkin wireless card.

How do I overcome the problem ?

I think this is Belkin's own application for configuring the wireless network and you should therefore be able to uninstall it and use Windows to do the configuration.

i would recommend u to use the belkin utility and disable the windows wireless utility
