WinXP USer Profiles on Netware Server

How come when I try to set up a roaming user profile for a local WinXP user account and I try to store the profile on a Netware server it does not work. When I log in I receive a message that the server location of the profile can't be found. Can you set up and use Roaming/Mandatory user profiles on a Netware server without using ZenWorks?
