Winsock issue XP Pro SP2

Hello all!
When I log on using an account with admin rights, I have no internet connectivity (limited or no), and I pull an ip through APIPA. When I log on using a resticted account, I have internet access access.
I realize that something is causing this at the system level that cannot run when I am restricted, but can as admin. I am very religious when it comes to ridding my PC's of spy/ad/malware and have not been able to isolate the issue.
So far, I have read many forums and downloaded an exe (WinsockFix.exe), tried running netsh winsock reset catalog, to no avail.
I ran netsh winsock show catalog and I have the output in a text which I can post if it will help. I do not know enough about winsock to determine the issue.

I tried running a repair installation and it did not solve it.
I tried manually removing TCP/IP, reinstalling it and it did not work.
As much time as Ive out into this, I could have reloaded XP! I do not want to do that, but if there is no other options I will.
No other desktops or laptops have exhibited this behavior, so I doubt that it is virus or malware related, since it would have speared through my workgroup.

Do you have any Network access to other machines, is it just Internet access that you have lost? Is it just a problem with your browser and Internet connection?

What ServicePack level are you? SP2 machines are advised not to run WinsockFix.exe but rather to use the Netsh Winsock Reset from a Command Prompt. This FAQ will explain it.

Have you tried your luck with the same Administrative user but from Safe Mode with Networking? And what about the built-in Administrator but used from Normal Mode? Or with a newly created Administrative user?

Maybe your current Administrative user's Profile has become corrupted?

The repair installed probably failed because the nature of a repair install is to save your programs, files, and settings, thereby copying corrupted settings across rather than repairing them.

You could try a process of elimination, did you try these steps?

What errors, if any, are showing up in the Event Viewer?

When was the last time your Administrative user had access to the Internet? Anything strange happen just before it lost access?

If I run the winsock fix then I access my network. Otherwise, I have limited or no connectivity.
The problem does not seem to be browser related, I cannot get out using IE 6, Firefox or Opera.
I tried creating a new admin account and same thing happened, no or limited connectivity resulting in page cannot be displayed. Ran netsh winsock reset, rebooted and restablished network connectivity but not internet connectivity.

I am on SP2.

Tried copying the possibly bad profile to another profile while logged in as a third profile (all admin rights) and the same thing happened. No connectivity, I ran netsh winsock reset again, rebootedl logged in as the new admin account and I once again had network connectivity, but no internet. Just for curiosity's sake I logged on under the restricted account and I could once again get out.

Tried using msconfig to locate anything that could possibly cause this, nothing.

Last time I was able to get on was a few weeks ago, nothing out of the ordinary happened prior to my problem.

Thanks for the suggestions, but sadly, the problem still exists.
 
Forgot to add: I checked the event viewer and so far under Application, and internet pro (cybersitter) displayed this message:
Exception error - GETCIP Winsock error no 10106.

Several errors under System, but they are all connection related. Browser could not connect, AV could not establish connection, etc.
 
Another addition: hosts file is clear, only entry (except the commected out exaples) is 127.0.0.1 Local Host.
 
Any type of networking problem in XP SP2 will give you this “Limited or No Connectivity” message, so you may have any one of these causes of the problem"

Did you ever try the Safe Mode with Networking option?
When testing firewalling as a cause, it is often necessary to uninstall the firewall as disabling it is not enough to stop any settings being applied. Also several anti virus programs have hidden firewall components.

I read every link that was posted and I can rule out any hardware issue since it is only the one box (and only in admin mode) that has the issue.
I tried the patch (Microsoft patch (KB884020)and it did not have an effect.
I installed SP2 around 3 years ago I believe, and the issue is fairly current.
There is no software firewall (I maintain a hardware firewall via my router) and I have never used ICS.
The computer in questioMicrosoft: Windows XP Pro - Winsock issue XP Pro SP2n has a statically assigned IP, but even if I set it as dynamic, the same issue remains.

Currently, there is no Group Policy as I am not running a domain, thus no AD.

Network Diagnostic Tool

Depending on what browser you have you may find it already installed an accessible in IE/Tools/ dropdown menu as "Diagnose Connection Problems".

This is a more detailed diagnoses, which requires an active Internet to use. You could have a look at it through your limited user.

Have you looked at the Permissions for your Administrators?
Does the Built-in Administrator account have the same difficulty if you logon to that?

See if you can adapt this thread and the use of the SubInAcl command and grant Administrators full access to the Registry.

Yes, Permissions are fine, I do not get any Access is Denied errors, and I have 3 admin accounts and they all have the same issue. I will try booting up in safemode with networking under all three admin accounts tonight.

I have tried You could then again try Netsh Winsock Reset from a Command Prompt several times, from all 3 admin accounts. Basicall what happens after I run that command (or the WinsockXPFix utility) and reboot. is that I have network connectivity. I can access all my machines in the workgroup, the IP is set to the static IP, but I get page cannot be displayed in any browser that I use. I have tried IE 6, firefox 1 and 2, Opera and Kmelon (don't ask).

If I boot without resetting winsock via the two aforementioned ways, then it pulss an address issued via APAIA 169.254.x.x and I have no network connectivity.

At this point, I want to just do a complete reinstall, but it's aggravating that I can't just fix it.
 
I am using Avast! and Spybot and Adaware. I also usually go on the web using a restricted account.
 
linney - Good call, except on all the other desktops/laptops I do not have this issue. I can log on as admin and they are all running Avast!.
 
You can always save the removal of Avast until a few minutes before any format and clean install of XP, treat it as a final thing to check.
