WinSock Error 10065 vs Re-install

I'm encountering the following error from OE:

The connection to the server has failed. Account: 'MyAccount', Server: 'smtp.myaccount.net', Protocol: SMTP, Port: 25, Secure(SSL): No, Socket Error: 10065, Error Number: 0x800CCC0E

I looked up the error at:

and found I'm having a WinSocks error. I also checked to see if it was an email problem, from my ISP, by using Pegasus Mail, which does not use WinSock and mail is going fine through Pegasus, so I have localized my problem to WinSocks.

Does anyone know where I can or how I can reload WinSocks without redoing and/or reloading OE?

Steve Cochran noted: "Norton's email scanning is known to interfere with OE's operations. You have to turn off email scanning in Norton. Its not necessary and is
redundant, as there is already sufficient protection. If you open something that has a virus in it, Norton will intervene whether or not you have email scanning enabled or not. So turn off email scanning."

Not really. Both services are gone. The posting you gave me assumes I have the mail server locally on my network and have control over it. I do not. I'm on a Win98 box and all of a sudden the Win-Socks is gone. I simply need to know how to re-install Win-Socks, because all the trouble shooting in the world will not work if Win-Socks is not present.
